Special Olympics Special Smiles
Info for Volunteers per Sheryl Syme
The Maryland Special Olympics headquarters changed the room location for where we will be setting up the Special Smiles booth on Saturday, June 12th. We will be in the Minnegan Room at the Field House next to Johnny Unitas Stadium at Towson University. We will be open for screenings from 10AM – 4PM in order to accommodate the competition schedule at the track and bocce area nearby. They are making this crucial move in order to enable us to be closer to a larger group of athletes.
Local Anesthesia Course
University of Maryland Dental School
The first local anesthesia course will be July 13, 14, 15 at the Dental School. If you are interested please call the Office of Continuing Education at 410-706-2282. The next course is tentatively planned for mid October. The course will be 28 hours and fulfill the requirements for MD rules/regulations for dental hygienists administering local anesthesia. This will also prepare dental hygienists to take the required NERB prometric (computerized) exam for board certification.

Local Anesthesia Update May 2010:
The Maryland State Board of Dental Examiners (MSBODE) has accepted the proposed rules and regulations pertaining to local anesthesia. We are now awaiting Secretary of Health and Mental Hygiene, Secretary Colmers’, signature on these rules and regulation. The rules and regulations will be enacted on or about June 14, 2010.
A board approved course must consist of 20 hours of didactic (classroom) learning and 8 hours of clinical lab = 28 total hours. This course can only be taught by a Maryland college or university with a Dental Hygiene Program accredited by CODA. To become certified, students must pass didactic and clinical examinations with a 75% or higher to earn credits. Students must also pass, with a 75% or higher, the Northeast Regional Board Examination’s (NERB) Local Anesthesia examination for Dental Hygienists. It is a prometric (computer) exam consisting of 50 multiple choice questions and does NOT include a clinical examination. Submission of CE credits and NERB results must then be sent to the Board with a $50 fee. The board will then qualify the applicant to administer local anesthesia by infiltration.
Please note, qualified dental hygienists can administer local anesthesia:
• only by infiltration;
• only for dental hygiene procedures; and
• only when a dentist is on the premises.
Dental hygienists who have obtained certification for local anesthesia in another state, must provide written documentation, i.e., a notarized letter, to the MSBODE that they have:
• administered at least 25 injections of local anesthesia in the last two years; and
• passed, with a 75% or higher, the NERB Local Anesthesia for Dental Hygienists Examination.
Dental Hygienists who have obtained certification in another state and have NOT been actively administering for the past 2 years must take a Local Anesthesia Certification course in Maryland.

The curriculum is still in the process of being written re RDH's to administer LA in Maryland. The course curriculum is expected to be completed and available for certification with the year I believe-- you haven't missed anything yet, don't worry. It is my understanding that a CE course will be offered/provided by affiliation with a learning institution, i.e. UMB Dental School.

MDHA is very excited about our bill this year entitled “Health Occupations-Dental Hygienists-Practicing in Long Term Care Facilities” SBHB 1302

Senate Bill 719 will be heard on March 10, 2010 by the Education, Health and Environment Affairs Committee chaired by Senator Joan Carter Conway; vice chaired by Senator Roy Dyson.
House Bill 1302 will be heard on March 12, 2010 by the Health and Government Operations Committee chaired by Delegate Peter Hammen; vice chaired by Delegate Shane Pendergrass.
This bill will authorize a dental hygienist to practice dental hygiene under the general supervision of a dentist in long-term care facilities under the specified circumstances, requiring a written agreement and consultation with supervising dentist or treating physician under specified circumstances, requiring dental hygienist to assess the appropriate recall interval for a patient in a specified manner.
This bill is for the clinical hygienist who has treated a patient for many years and now that patient is no longer able to come to the office. The dentist the hygienist is employed by would provide a written prescription that would allow the hygienist to treat this patent in the long-term care facilities.
We ask that you please contact your legislators and the chairs of the above committees and ask that they support this bill. It would also be advantageous if you can get your dentist to also contact these legislators and let them know that they also support this bill.
